Wuwei County Accelerates the Transformation and Upgrade of Enterprises and Promotes the Cable Industry to Become Bigger and Stronger

Chaohu Daily News of Anhui Province: In order to accelerate the transformation and upgrading of the wire and cable industry and boost the industry to become bigger and stronger, Wuwei County has successively introduced a number of incentive measures. In recent days, Wuwei County has taken out 4.67 million yuan, honored the relevant incentive policies for wire and cable industry development, encouraged enterprises to increase technological innovation and investment, and accelerate the transformation and upgrading. In the first five months of this year, the wire and cable industry achieved an output value of 12.03 billion yuan, a year-on-year increase of 62%; a tax revenue of 260 million yuan, an increase of 8.3%.

"First-rate equipment can produce first-rate products." Hualing Group deeply understands this. The company focused on improving the level of manufacturing of enterprise equipment, continuously increased investment, and achieved design and production according to technical requirements such as national standard, Japanese standard, French standard, European standard, and American standard. In 2010, it invested a total of more than 10 million yuan to build a domestic advanced wire and cable electron irradiation accelerator production line project. The improvement of the level of equipment has increased the core strength of the company. The tax paid by the company has exceeded 100 million yuan for 4 consecutive years. Driven by policy guidance and demonstration, the county's wire and cable companies have actively increased investment in R&D and introduced advanced technology and equipment. In 2010, the county had 32 new cable projects, 36 technology upgrade projects, and 5 equipment transformation projects, and introduced 110 advanced equipments. This year, many other companies are ambitiously launching new projects. Among them, Hualian and Xinhua are currently working on the new EHV cable project.

"Last year, our self-export volume was 6.5 million U.S. dollars, and we received more than 500,000 yuan in various award funds. These financial support can boost the confidence of enterprises in further expanding their foreign trade achievements and striving for greater foreign trade performance." Jianghuai Group Chairman Hou Bo has tasted the sweetness of exporting products. In response to the fierce competition in the domestic market, the company expanded its domestic market while opening up international markets and sold cables to 12 countries and regions including Vietnam, Myanmar, Belarus and Indonesia. This year, self-operated exports exceeded 10 million U.S. dollars, breaking the single domestic sales pattern in the past. Last year, there were 26 newly-increased self-supported import and export rights companies in the county's wire and cable industry, and the county’s wire and cable self-support import and export rights enterprises amounted to 74. At present, 28 cable companies have obtained various types of international certifications such as EU CE certification and US ABS certification. The eight companies have completed procedures for registration and registration of customs, foreign management, and taxation, and have actively entered the international market.

Adhering to management innovation is another successful way for the county to upgrade its wire and cable industry. Star company accumulatively from the Hefei University of Technology, Anhui University of tertiary institutions, the introduction of more than 188 personnel over the specialist calendar, of which 2 masters, 109 undergraduates. It has formulated and standardized more than 100 corporate rules and regulations, implemented the “system administrator and system management”, and has become a national innovative pilot company jointly approved by the Ministry of Science and Technology, the State-owned Assets Supervision and Administration Commission, and the National Federation of Trade Unions. Not only is it a star company, the county's wire and cable companies have significantly improved their innovation capabilities. Hualing Group was selected as one of the first provincial independent innovation brand demonstration enterprises. Hongyuan and Xinyate were identified as the third batch of provincial-level innovative pilot enterprises, with 22 high-tech enterprises and 6 provincial-level enterprise technology centers. The whole industry has 15 provincial famous trademarks, 28 provincial famous brand products, 24 provincial quality management award companies. In 2010, the output value of wire and cable industry reached 26.1 billion yuan, an increase of 38%.
