The draft stipulates that, due to the construction of a construction project or other need to relocate, dismantle, or modify the lighting facilities of a city road, it shall first solicit the opinions of the owner or manager of the facility and submit an application to the municipal construction administrative department, which shall be approved and entrusted to the relevant organization to take The necessary measures such as relocation, protection, establishment of temporary road lighting facilities, etc. can be started. When the project is completed, the city road lighting facilities or the new city road lighting facilities shall be restored at the same time, and the expenses shall be borne by the applicant.

The draft encourages the use of new technologies, new processes, new materials, new light sources, and low-energy environmental protection products to set urban and rural lighting facilities, and improve the overall level of urban and rural lighting.

The municipal administrative department of construction shall, in accordance with relevant industrial policies and relevant technical standards, work with the municipal quality supervision administrative department to formulate a catalogue of new technologies and materials applicable to the lighting industry in the local area, which will be regularly updated and released.

The draft stipulates that the municipal lighting construction management agency shall regularly inspect and organize assessments of lighting energy-saving control measures in urban and rural lighting construction, maintenance and management units, summarize and promote advanced lighting energy-saving technology experience, and improve the energy-saving level of urban and rural lighting construction, maintenance and management units. . No unit may have excessive lighting and other excessive energy consumption standards in urban and rural lighting.

Excessive lighting and other ultra-energy standards, by the district or county-level lighting administrative department shall order corrections within a time limit; overdue correction, imposed a fine of 5,000 to 10,000 yuan.
