China Lighting Network: I remember that when the energy-saving operation mode of contract energy management first appeared, the market awareness was not high. What did you think at the time?
Ma Ping: Contract Energy Management (hereinafter referred to as EMC) is actually a business model in which energy-using enterprises, energy-saving service enterprises and the government benefit from the three parties. According to the truth, it should be more popular than other energy-saving models. Only the EMC model produces the most real energy savings, because all parties involved in the EMC model lack the motivation to cheat. Most of the EMC projects adopt a zero-input mode, that is, EMC service providers must invest in the transformation funds in advance. If the project cost is reduced or the work is cut, the project will be completed. If the energy saving target value is not enough, the investment fund cannot be recovered. Therefore, the EMC service provider lacks the power of cheating. For the energy-using enterprise, the more energy-saving the enterprise pays, the less energy cost, and the energy-saving renovation project realizes the energy-saving benefit. The money saved is saved, so he does not have to worry about the quality of the project, nor does it need to raise funds for energy-saving renovation. There is no possibility of “collusion and fraud†for enterprises and service providers to defraud the possibility of supporting funds for energy-saving renovation; for the government, EMC The model can guarantee the authenticity of energy-saving data, and it is not necessary to make great efforts to supervise the energy-saving effect. At present, the reason why EMC is not promoted, the main reason for the low market awareness is that there are many bottlenecks such as policies, funds, organizational models, social integrity and so on. The main risks of the project are concentrated on EMC service providers. They are exposed to the risks of energy-saving pressure, capital risks and poor social integrity, as well as various barriers such as the formation of policy barriers that are not matched by the financial and tax systems. Therefore, EMC service providers have always been struggling since the beginning.

Ma Ping: As the energy-using party, the owners are concerned about when the energy-saving indicators can be completed and when the energy-saving benefits of the enterprises can be realized. Especially in the bidding of energy-saving projects, the bidding for EMC energy-saving retrofit projects is now more stringent than non-EMC projects, and can even be said to be a bit harsh. In the past, energy-saving enterprises themselves invested in energy-saving projects to achieve energy-saving effects, but now they need to collect money after the completion of the EMC project. The collection period is long, and the financial and service risks have increased a lot. In this environment with high market requirements, I feel that the risk of individual service in EMC service enterprises is too great, and it is necessary to integrate resources.
